While it’s true to saymanagers and employees alike usuallyhave the wit to deal with potentialproblems, there are clear advantagesfrom having a formal policy in place.Most obviously, companies thataren’t able to point to clear health andsafety regulations will usually findthemselves unable to win contractsfrom major organisations. Theimportance of security and speedacross the supply chain means retailersdemand manufacturers and distributorsreach the highest standards and mustbe able to illustrate their commitment toquality – and a formal health and safetypolicy, with full information on potentialflashpoints and the measures in placeto deal with them, is usually required.Companies hoping to win contractsare also obliged to keep up to date withchanges to legislation to make surenobody is put at risk and operations areproceeding in a safe and effectivemanner. One of the recent changes isthe alteration to the Construction(Design and Management) Regulationswith a new set having come into forcefrom the beginning of April. Althoughthis may appear another burden, theaim is actually to simplify theregulations, making the requirementsmuch clearer and removing anyambiguity over what is required.In simple terms, all constructionprojects must have workers with theright skills, knowledge, training andexperience, and contractors providingappropriate supervision, instruction andinformation – a change from theprevious regulations which simplydemanded “competence” from theworkers. There must also be a writtenconstruction phase plan. If more thanone contractor is involved, a principaldesigner and principal contractor mustbe appointed, the former replacing theprevious requirement for a “CDM co-ordinator”, while if work is scheduled tolast longer than thirty working days andhave more than twenty workersinvolved simultaneously at any point,the client must also notify the HSEregarding what’s going on.The aim of the new regulations are toremove red tape and ensure everyone’saware of who’s in charge and what theirobligations are. It also emphasises theimportance of specific skills and it’s thiswhich is of particular value to theindustry. Indeed, a recent survey by theRoyal Institution of Chartered Surveyorshas suggested that a lack of skilledworkers is the single biggest factorholding back growth in the constructionindustry. The aim is always toprovide relevant and focused training.One issue can often be the largenumber of training courses around andit’s sometimes hard for companies towork out which is the most appropriate.There are, however, benefits to begained from working towards a widelyrecognised standard such as NEBOSHor IOSH. Companies in both private and publicsectors certainly regard the NEBOSHcertificate as an important proof that aprofessional is armed with the basicknowledge and up-to-date training inoccupational health and safety, througha programme trusted by internationalassociations such as IOSH and theInternational Institute of Risk and SafetyManagement. This will prove valuablefor companies who wish to gaincontracts from international companies,and given our region’s important role insectors such as renewable energy thisis of particular relevance.These new sectors bring with themnew challenges and new skills requiredto meet them. In the renewable energysector, for example, while most recruitswill have an engineering backgroundand have obtained transferrable skills,there are aspects they won’t haveencountered before, such as working atheight, which they must be adept at.In the science sector, Cogent SSCand its subsidiaries, the National SkillsAcademy Process Industries and theTechnical Apprenticeship Service, havebeen brought together under a singlebrand called Cogent Skills to make itclearer what’s on offer and unite thesector. That coincides with theSafety & Health Expo and the IOSHConference and the aim is once againto celebrate the achievements of UKpractitioners and emphasise to allbusiness the very real benefits of aneffective health and safety programme.This year’s event will have a specificfocus on occupational health. We have also strengthened our asset management team which means we are wellresourced to tackle further acquisitions.”Yorkshire and Humber transport andhaulage sector shows signs of recoveryThe transport and haulage sector, both regionally and across the UK, is continuing to struggle according tothe latest research by R3, the insolvency trade body, although there are signs that the tide is turning. While it was once again among the poorest performing sectors with almost a third (30%) of the 3,068transport and haulage businesses in Yorkshire and the Humber considered to have a higher than normal risk ofinsolvency in April, this figure marked a 4% fall in the proportion of businesses in distress since the previousmonth.In Yorkshire and the Humber, the sector is faring significantly better than the UK as whole which saw 35% oftransport and haulage businesses at higher than normal risk this month, a fall of less than 1% since March. InApril, 13,038 of the UK’s 37,611 transport and haulage firms had a higher than normal risk of insolvency. In fact, transport and haulage was one of only two sectors in Yorkshire and the Humber which saw a fall inlevels of distress month on month, the other being technology and IT which saw a slight drop of just 0.25%.Looking at the national picture, overall the region is performing strongly with every sector other than pubsscoring better than the UK average.“Generally, the transport and haulage sector tends to reflect the state of the economy and is a good indicatorof manufacturing and retail activity,” explained William Ballmann, chair of R3 in Yorkshire and partner atnational law firm Gateley LLP. “While we saw signs of increased confidence last year with hopes that the recovery would drive demand for logisticsservices, the benefits have been slow to be felt.
