Borrowing actuallyincreased last year, and economy has suffered a double-dip recession, and was lucky not to shrink a third time.Osborne is no doubt in it for the long haul, and indeedLabour has committed to Osborne’s spending for one year should they takepower, but how long will the public swallow the pill?However, there is a definite sense out there that things are improving. Amongthe many conversations and business meetings I attend, I was talking recently toa Director in the recruitment business who was saying he’s never been busier,and that May seemed a watershed moment. Recruitment is often a greatbarometer of where the economy is, and if the sector sees continued growth untilChristmas, then 2014 could well be the year that the recovery finally gatherssome pace.With this in mind, this month’s issue takes a look at how our leadingeducational establishments are ensuring a steady stream of talent enters thevarious industries, while we also review the current schemes that areencouraging inward investment into our region.Of course, one of the best advertisements for our part of the world is theLincolnshire Show and we’d like to thank everyone who visited our marquee atthis year’s event. Managing apayroll and associated PAYE andtax related issues can equally be asignificant challenge and burden.This is often against a backgroundof increasing investigations,penalties and compliance from theHMRC.A number of approaches,however, don’t just simplify theadministrative process, but alsopotentially reduce the tax burden forthe employer and employee, or both. In some cases it can alsobe possible to enhance remuneration and rewards for employees.Initially it is recommended that you have a review of yourPAYE practices and treatment of benefits in kind. This exercisecan help to identify anomalies and look to provide you with aclean bill of health. If complications do arise, advice andguidance can be given on how to rectify them as well as advisingon ways to minimise any potential liability. Such an approach cancertainly ensure, should HMRC have any enquiry, you are betterplaced to deal with it.You may benefit from a dispensation, which relieves anemployer from reporting certain benefits and expense paymentsthat are deemed to relate to the operation of a business, where itis clear that the employees will obtain full tax relief on theexpenditure in question.How about a PAYE Settlement Agreement, a voluntaryagreement between you and HMRC in which you agree to meetthe tax on the provision of certain expenses and benefits in kindon behalf of your employees. These Agreements mean you donot have to complete a P11D to include the expenses paid oroperate PAYE on them.
