GDP has surpassed its pre-recession peak and, according to most businesses inthe private sector, we have enjoyed yet another monthof growth in output. In fact, those in manufacturing, retail and service sectors are not onlyreporting strong growth over the last couple of quarters but looking forwardto further growth in in the next quarter.Better yet, according to clients of our sister publication LincolnshireToday, retail sales volumes are also rising steadily too after reboundingfrom a disappointing performance earlier in the year. The only sector reporting any issues seems to be the property market butdemand for new housing remains high compared with other parts of thecountry, where builders are having to drop their prices somewhat to winnew buyers. That aside, Britain’s economy is growing faster than any other majordeveloped country, according to the IMF who have now upgraded theforecast for UK growth to 3.2% this year and 2.7% in 2015 – a far cry fromthe days when they were insisting George Osborne’s plan was failing andhe should adopt a plan B, so he must be breathing a sigh of relief!Of course the challenge now is to continue this success, and we’re surethe recent coverage of the Tour de France Grand Depart will make a majorcontribution – who wouldn’t want to pack up and head off to the gloriousYorkshire countryside after seeing it? This month we consider how NorthYorkshire in particular is continuing to emphasise its heritage while alsoinnovating in numerous sectors. In fact with the summer holidays in mind there’s an international flavourthroughout this issue, as we look at how the region’s top companies areexporting their ideas and products to customers across the world. The details have beengathered by the Revenue throughits demands that all thosepromoting or using a tax avoidance scheme or vehicle disclosethe details of such schemes to them under the Disclosure of TaxAvoidance Scheme regime. Those individuals that have used such vehicles may be askedunder the Revenue’s new powers, in writing, to repay any“disputed tax”. Whilst the relevant tax return claiming the taxreliefs must be under enquiry, the request for payment will bebefore the conclusion of any investigation. The written request isknown as an ‘accelerated payment notice’, and there is ninetydays to pay the disputed amount of money. While this will berepaid if HMRC’s enquiry subsequently shows that the tax reliefsclaimed were legitimate, this may be years in the future.Similar “follower notices” may also be sent where a taxpayerhas claimed tax reliefs and HMRC consider that a similar tax casehas been found in their favour. The likelihood is your accountants will have probably alreadybeen in touch if they are aware of any such schemes orinvestment. Within the ninety day period you should, ifappropriate, make representation, along with your adviser, toHMRC for a review, but don’t leave this to the last moment. If youare unable to resolve the matter and make the payment required, ask your adviser to contact the Revenue with a view to setting upa delayed payment plan. The first letters and accelerated payment notices should begoing out this August – but given the lack of resources, theRevenue says they are looking to manage the process over thenext eighteen to twenty months. The indication is not all vehicleson the DOTAS list will be subject to such an approach. Shouldyou want reassurance, speak to an accountant or specialist taxadviser.Erica Manderfield is a Tax Director with Streets CharteredAccountants, a top 40 UK accountancy firm.
