Although our regionwasn’t immune to thefluctuations in the value ofsterling, or indeed the peaks andtroughs in property, there was asense of bucking the trend andgetting on with it. As the poundekes back some of its earliervigour, the strength of themarket retains its defensiveposition. The Leeds Office Agents’Forum (LOAF) has recentlyreleased its quarterly update ofthe state of the city’s officemarket which, as we’ve come toexpect, revealed that occupiershad largely adopted a “businessas usual” approach to theirproperty requirements post-Brexit. In Q3 2016, office occupier take-upin the city reached 125,321 square foot– representing a 71 per cent increaseon the previous three months. In theout-of-town market, 65,944 square footof occupier deals were transacted,which was in line with the 76,026square foot of take-up in the precedingquarter. Of the 53 deals that were completed,five were over 10,000 square foot, withthe largest comprising the out-of-townletting to Lowell of 45,647 at LeedsValley park. The other four concludedin the city centre and consisted of theletting to The Department of Health of23,762 square foot at Whitehall II;12,969 square foot to Ward Hadawayat 5 Wellington Place, and at BroadGate the deals with KPMG for 12,305square foot and Life Search with10,814 square foot. “The UK’s property market may finditself in a more uncertain world,however this hasn’t impacted onoccupational activity in Leedsespecially for Grade A space,” saysPaul Fairhurst, LOAF spokespersonand Director at Savills. “At face value,the relatively limited supply of Grade Aspace and local economic dynamicshave so far helped cushion anyuncertainty compared with Londonand the South East.”He adds: “We have continued to seea positive story play out in Leedshowever the ongoing supply issues,being experienced in most regionaloffice markets, continue.”LOAF points to the recent practicalcompletions of three major city centreGrade A office buildings, being CentralSquare, 5 Wellington Place and 6Queen Street respectively, along withthe soon to be completed 3 SovereignSquare, which will help to bring much-needed space for indigenous andfootloose requirements.Eamon Fox from Knight Frank says:“Two further city centre schemes,Platform and 3 Wellington Place, alongwith Paradigm at Thorpe Park andKirkstall Forge in the out-of-townmarket are all under construction andwill help plug this supply gap in thenear future.”This supply gap has long hoveredlike a dark cloud over the industrialproperty market, both in Leeds and itssurrounding areas, as well asnationwide. As Leeds is, for all intentsand purposes, the business nucleus ofthe North, a shortfall of industrialproperty and office space will hamperfuture growth, especially as trade linkswith the EU are still uncertain at best.With that in mind, the city’s decisionto shift its focus from retail to otheraspects of the city’s economy andinfrastructure, including officedevelopments, is a welcome move. The shift away from retail washeralded by the opening of VictoriaGate – the £165 million shopping andleisure venue – which is likely to bethe last major shopping centre to bebuilt in the city. “Victoria Gate has not developed inthe way it was going to but that is theeconomy and the changing world ofretail. The other part of the schemehas not come forward but we all havea view that it will be office,employment and leisure use ratherthan retail,” says Councillor RichardLewis, Executive Member forRegeneration, Transport and Planning.He adds: “There is clearly a lot ofinterest in developing office spacearound the city but that is a differentkettle of fish. Office space needs havechanged. People having their ownoffices has disappeared, hot deskinghas taken over, even as a council weare getting rid of offices to savemoney and work more quickly. Weneed to have grade A space and Leedshas a shortage.” Plans for a new skyscraper situatedby Leeds’ First Direct Arena haverecently come to light. If developed,the building would not only becomethe tallest building in the city, but alsofor the wider Yorkshire region. Notonly does this demonstrate the city’scommitment to infrastructure and itsbusinesses, but also a testament to thestrength of the city’s resilience. AsBritain negotiates its position with theEU in the coming years, this couldvery well give businesses across ourregion a much needed dose ofconfidence in otherwise uncertaintimes. They introduced coronarycare units to hospitals, and alsodiscovered that clots caused heartattacks – leading to the introduction ofclot-busting drugs and statins, all ofwhich have now become standardtreatment. There’s still more to do, however,and the British Heart Foundation arefocused on the task ahead.
