The Leeds City Council has initiated a procurement process for a construction framework valued at up to £1.5 billion, covering major building projects in the north and east of England beginning in April 2026. The framework, known as YORbuild Major Works 2, will be active for 4 years, with an option to extend for 2 more.
It addresses public-sector and third-sector bodies across Yorkshire and the Humber, Lincolnshire, the North East, Nottinghamshire, Derbyshire, and parts of Leicestershire. The framework splits into two lots: Lot 1 for projects worth between £10 million and £30 million (approximately £600 million in value, excluding VAT), and Lot 2 for projects above £30 million (approximately £900 million, excluding VAT).
The scope covers general building works, including design and civil engineering services, and new-build housing. Documentation notes that the contract duration supports contractors’ investment in systems and staff training, specifically, building information modelling, carbon and waste reduction, and adherence to the Construction Playbook.
Leeds City Council leads the process in partnership with East Riding of Yorkshire Council, Sheffield City Council, and North Yorkshire Council. Some participating authorities may delay joining until current contractual arrangements expire to align collaborative working objectives better.
