Middlesbrough Council is considering a partnership with social impact developer Capital&Centric to deliver up to 3,400 new homes in Middlehaven. The proposed scheme would transform land surrounding the Old Town Hall and Middlehaven Dock into a mixed-use neighbourhood of houses and apartments within walking distance of the town centre.
The development plan includes leisure and retail facilities designed to revitalise the local economy and attract residents and visitors. The £3.6 million allocation from the government’s Towns Fund would support Capital&Centric in developing the project vision, subject to Council approval.

“Middlehaven has such an important role to play in the future of Middlesbrough. I share the frustrations of many people that as a town we haven’t been able to properly tap into the area’s potential over a number of decades. But if we get this right it can be a catalyst for change and bring a new energy and character to our town centre. It’s really exciting for us. The opportunity is enormous and the report to Executive sets out how we would work with Capital&Centric to carefully bring forward a plan that could solve one of our biggest regeneration challenges.”
Capital&Centric, known for urban regeneration on brownfield sites across Manchester, Sheffield and Stoke, is already working with Homes England to deliver around 2,000 homes in Northstowe, Cambridge. The Council’s Executive will review the Middlesbrough proposal on 12 November.
